TITLE: “ARE UGC REGULATIONS REFORMATIVE OR RESTRICTIVE IN NATURE”
1. REGISTRATION & ELIGIBILITY
- Eligibility: The Competition is open to all students from any University/College/Institute.
- Students enrolled in any UG/PG course are eligible to participate in the competition.
- Registration Fee: A registration fee of Rs. 200 per participant is applicable, which shall be non-refundable.
- Deadline: Registration must be completed by 25th Feb,2026.
2. STRUCTURE OF THE DEBATE
- The debate will be open in 6 Regional languages – English, Hindi, Urdu, Maithili, Sanskrit & Bengali. (as are prescribed under Schedule 8 of the Constitution).
- Individual Participation will be accepted, and participants may speak either for or against the motion
- There shall be no upper limit on the number of participants from individual institutions. An institution shall be allowed to send multiple participants for the competition.
- Each participant shall be allotted a maximum of 5 minutes to speak (4 minutes for constructive speech and 1 minute for rebuttal).
- Exceeding the time limit shall prejudice the overall score of the participant.
- Switching the chosen language is strictly prohibited.
3. JUDGMENT CRITERION
The participants shall be judged on the following basis:
- Content- which should be well structured, logical, and coherent.
- Knowledge of the topic – The analysis shall be done on the basis of the knowledge of the participants of the topic, as reflected through their research.
- Voice Modulation- The delivery should be in a strong voice with effective use of rate, pitch, and expression, including hand gestures.
- Language- The language should be decent with proper grammar and advanced vocabulary.
- Logical reasoning- The ability to use logic to refute arguments of opponents during rebuttal shall be appreciated.
The decision of the judges shall be final, binding, and not questionable.
3. CODE OF CONDUCT
- The participants must maintain professional decorum throughout the competition and also maintain respect toward judges, staff and other
- Use of unprofessional language/signs will lead to immediate disqualification or non-consideration of marking
- By registering for this competition, the participants shall be agreeing to all rules, term and conditions laid forth in this document and any further rules and conditions that the organizing committee of the host institute may lay down further.
- Any form of misbehavior, malpractice, or unfair means will result in immediate disqualification.
- Damage to university property will attract penalties.
